Lathrop permits run through the city’s Building Department at 390 Towne Centre Drive (209‑941‑7200), with applications and plan submittals handled online through the Lathrop Civic Access Portal (LCAP). Two clocks worth knowing: an application not yet issued is valid 180 days, and an issued permit runs 12 months and expires if inspections stall. River Islands and the newer master-planned areas add HOA / design-review layers on top of city plan check.
